Well, it's an ARCTIC story quest...
Don't know if it's new, but it's the same when you've solved a quest in the winter event.

i know i'v seen it happen in winter event but this happened today i'v asked others who passed through AF quest and they said never happened to them except in winter event so if it's quest triggered it's new

only hapened that 1 time Gisklerific says that once you pass last mountains on AF map it snows in your city must have been that
