visiting guild members

i have noticed that when visiting guild members (not sure with others) that whilst motivating/polishing, i can only do this when the building (hovering over with cursor) states that no actions can be taken. Yet when it states that the building can be motivated i can't do anything. Surely this should be the other way around.
