Viking Settlement

I complete 2/5 settlements. But now when I want to start the 3rd one. I found that there only 12 working blocks where the
previous 2 Had 18 Now I ask is this Correct Surely not if you look what you must build I think its impossible IS this a bug if so
TO who must I report it?

What do you mean by block? Viking starts with an 8x8 area, Equivalent to four standard 4x4 city expansion blocks.
