Improvement to the Road to Victory by enabling it to be upgraded to level 2

Yes though I may have overlooked something
Reason:
The Road To Victory in its current form occupies 6 squares giving 5 defence for attacking army plus 5 goods. For the space occupied, this is no longer as attractive a return as when the RTV first came out, meaning it often ends up being sold at the dealer. An upgrade would make it a more interesting prize again.

Currently gathering 100 fragments gives a Road To Victory.
The proposed improvement would be for 100 fragments to give a Road to Victory selection kit offering the choice of a level 1 RTV or a level 2 upgrade.
The level 2 upgrade could then for example offer 10 defence for attacking army plus 10 goods.

Balance/Abuse Prevention:
The proposed improvement does not make abuse any more likely than the RTV itself. In terms of balance, the exact values of a level 2 RTV would be for devs to decide.
