Not a Bug: road quest cannot be finished if you are in tommorrow era

In tommorow era the quest to build roads in the current event cannot be executed.

- Both in tommorow as CE there is no road update,
so it is not possible to build roads of the current nor of the previous age.
The only ones available are not counted.

That is why the other option the quest gives you is to build Boulevards - which are PostModern Era, and therefore will already be available to you if you are in Tomorrow Era

Building 3 boulevards will indeed do the trick.
