I just researched a new tech, spending goods.
Before I researched it, my on-screen ranking in the mobile app was 1135.
After I did so, my displayed ranking actually went down, to 1139.
But when I clicked on the ranking icon, in the pop-up window my ranking had gone off the top of the display - I eventually located it up at 1131 (it's a small window!)

I've noticed lag in this display before, but I've never actually seen it going in the wrong direction...
