Not a Bug: quest: A Building for Books

Quest 'A Building for Books' asks that I build a library, but I already have one. Nevertheless, quest does not compete.

I don't want to build another library, it's rather expensive structure, and I am not sure this will complete the quest either. Also, I am afraid that cancelling the quest will terminate the quest line so I am kind of stuck. Cheers!

As the quest says "buil" instead of "have" you indeed need to build a new one to complete the quest. It can get frustrating sometimes but it is what it is :)
