Not a Bug: Province Ruug did not give free space?

I just finish the last part of Ruug in Fel Dranghyr, but did not aquire the new free spaces?

I negotiate 4 parts and fought for the last one. A scout is on his way in the same time.

Hey Diajan, welcome to the Forums. :)

You do not automatically get the free Town Expansion added to your town, but you merely unlock it in the building menu.
If you click on Build (hammer icon), the building menu comes up. If you look at the right of the menu, you'll see different tabs.
The bottom tab has an icon of 4 green squares, click that.

Now you have 3 options to buy Expansions.
The first option is unlocked through the Tech Tree or conquering Provinces and can be bought with Coins or diamonds.
The second option is unlocked through Medal from the PvP Tournaments and can be bought with Medals.
The third option can be bought with diamonds. Diamond Expansions are two per Age.
