not sure if this is a bug but there used to be buttons to repair the ships when they returned damaged. Button has vanished. Ship repair not possible.

You cannot repair the ship if it's over 90% health as the first repair costs 10 goods.
If the crew you selected reduced the damage on first voyage then it's possible you managed to get it back with +90% in which case you would have to send it out again to receive more damage before you can repair it.
