Well... the quest says to recruit a spearfighter, but as soon as the game let me I recruited max amount of them. And as the quest came after I did that, it didn't recognize that I recruited more than 2 spearfighters already.

So I think it is something to be reported as it made me stuck in quests for a while.

I had to delete 3 spearfighters to be able to recruit the one necessary for completing the quest. It made me waste military and resources.

It is also possible to create a second barracks, or just attack one of the states you need to conquer sooner or later.
I didnt see it as a problem, although i did think it was a bit strange.

Later on there were more quests about training more spears, but i couldnt do it for the same reason. I solved it like that, just attack or dont rebuild losses immediately.
