Not a Bug: Mead Brewery won't unlock

Hello,
I think something is wrong. I have enough axes (more than 34) and enough Vikings available (more than 36) and of course enough supply and coins, but it won't let me unlock the Mead Brewery. I don't think I missed anything and perhaps it is a bug?
