That's not cheating, that's spending a ton of diamonds. He aided guildies and/or friends to get a piece of each great building blueprint, then bought the rest with diamonds, bought the goods with diamonds and possibly bought the forge points with diamonds. Of course this guy could have started that city a LONG time ago and did it the excruciatingly hard way, by getting all those blueprints from just aiding, and bought the goods with forge points.

Yep, the excruciatingly long way... years in fact in the making. You start out by guild hopping for weeks aiding everyone for BP. The rest is done with a combination of patience and some guild mates helping with goods and trades out of mutual amusement. A great guild is key.

I don't have near the patience required for that. I'm willing to go for GBs that far above from iron age+, but not bronze age.
