Map HELP

Okay, please someone help :lol:

I've just finished the bit of the continent map that I think is called Northern Oceanic Future. A second submarine has appeared as a scout, but I can't click on it and there's no coins icon to pay. On the world overview the next part is fooged out. Does that just mean its not open yet?

b) Fine if that is true, but the winter quest today is negotiate 3 sectors?? How can I with a completed map? What do I do? :lol:

sometimes you need to reload the game to be able to send the scout

but I don't think there is enough time left to scout twice
one for the continent and one for the first province
