Would that be:
Recruit 2 new units
Pay 10000 supplies

If so, "Recruit 2 new units" means you need to recruit 2 new units into military barracks in your town
Once you've done that, "Pay 10000 supplies" you need to have at least 10,000 supplies available, and click the 'Pay' button at the bottom of the quest window.
