Lost access to Provinces

I am at High Middle Ages.

I have successfully scouted to reveal and then acquire 11 Provinces through negotiation or conquest.

I had 3 visible provinces with at least one area left to acquire:
Todespass
Kaltenweher
Terfelsfurt

When I went to view these and acquire the outstanding parts I find they are 'closed' to me.
I do not have access to Scouting either.

I cannot work out what I'm doing wrong!

Any guidance?
