Is the 'winter spire upgrade kit' available as a daily special?

What the title says, because otherwise it seems like an impossible mission to get your winter spire nowhere near level 12.

but it is very easy to get it to level 12 if you do all quests and collect the 10 stars daily

on beta I even got 2 upgrade kits too much
