Ind Age quest...Build military building

It also requires me to build 3 gatling guns or 6 field guns...I did that
But I have already built a rifleman building
In the past (inc Ind Age quests), I have had the quest considered complete with an already completed building, but not this time
Is that correct?

Depends on the wording of the quest.

If a quest asks you to "build" something, you have to build a new one. Existing ones do not count.
If a quest asks you to "have" something, an existing version will give you credit in the quest and you do not have to build a new one.

Don't know the details of the quest you're asking about. If you gave a name of the quest, or the text of what it asks for, I could tell you more.
