Increase happiness

So part of quest is to increase happiness. Haven't got space to add anything of the value required so used Mass Self Aid, which doubled happiness score, but the Forge Bowl does not recognise that increase. Is it because it is temporary and it is looking for a "permanent" increase?

Polishing does not count for these type of quests. Only cultural buildings, decorations and roads do. If you do not have the space, remove your roads and put them back in.

Even if you have only one single square available, you can put something like a tree in place, once that is complete it will add towards the happiness required. Next step sell the tree, and replace it with a new one. When that complete you'll now have the happiness value of two trees. The more things you can squeeze into any small space the quicker you can get the additional happiness to fill up on the quest bar! Just build sell and build again, assuming you've got enough gold etc.
