Already Suggested: Incidental Incidents

First do not know why exactly but I have insufficient privelege to post this where it belongs so I am posting it here. Maybe someone can move it to Ideas.

Proposal: To remove Incidents from showing up on the roads.

Have you checked the forum for the same or similar idea?
Only found basic complaints no suggestions.

Reason: There are, as far as I know, three Incidents that appear on the roads. However, when they appear on a road that is blocked by a building they cannot be seen.

Details: Placing Incidents on the roads is not mandatory and they can just as easily be placed somewhere else. So instead of having the players jump through hoops to find incidents hidden on the roads just do not allow them to be placed on roads and there is no issue. Note I make the assumption that because Incidents are highlighted that they are meant to be found if one casually looks for them.

Is there a place to locate all previous proposal that is fairly easy to locate I did a forum search and all I could find were folks making complaints with no formal proactive suggestion?

All previous proposals you can still find on the forum. They are either on the "Forward" or "Archive" part, but a suggestion like this you can also find in the feedback thread for the feature, or in the Community Sprint.
