In the Pirate harbour, I have 2 free pickaxes but can't get them to work to remove impediments

you can only remove impediments in build mode, not in flat mode though, you have to have the buildings visible. I don't know why when they let you sell and do everything else from flat mode, but yeah I tried to remove impediments in flat mode and had to switch out of it to get it to work.

I have the same problem with impediment removal, and it does not matter if I'm in Pirate or excursion territory. Sometimes it helps if I go back to the game and then back into Pirate/Excursions, but most of the time that does not work either. This has been an ongoing problem for some time now.
