Not a Bug: Imbalanced population

The population is totally imbalanced in SAAB.
You have 7900 needed people for a 3x3 tile, which is 9 tiles, that means for 1 tile it's needed: 878 people
You have then 17300 people needed for a tile 6x4 which is 24 tiles, that means for 1 tile it's needed 721 people

So I wonder if this again is either imbalanced or a bug and wrong number imputed.
