How to submit a ticket regarding number of neighbours?

Just like the title says - after the last "re-shuffle" of neighbourhood, on 4 worlds I ended up with 3-5 people in my neighbourhood. These are worlds on which I'm not "hyper-active", but I regularly visit my Wishing Wells there to collect. Any way to submit a ticket and to be moved to more "populated" neighbourhood? (esp with Easter Event coming up... :confused:)

You can submit a support ticket by right clicking in-game and then selecting contact support.
You will have to wait until the system will see fit for merging your neighborhood with another one that would currently exist.
