It is not particularly uncommon to have small neighbourhoods when you start. This is typically due to people who start and then quit playing. Every two weeks FoE performs a neighbourhood merge early on Monday morning (UK time). So your neighbourhood should be full (approx 80 players) at that time. The next merge should occur on 10 Feb. So make some friends, join a guild, and hang on the merge is coming! Welcome to FoE and have a great time! :)
