Not a Bug: Hippodrome collection timer resets in reconstruction mode

As the title says, I wanted to add one more track in between the two parts and thus did the following:
1) Randomly placed the track in my city so it is placed
2) Went into reconstruction mode
3) Moved the Carceres part one tile down
4) Added the track in the gap that was created in the middle
5) The collection timer was reset to 1 day.

Is this behaviour intended for this set? As all other set buildings (cherry garden, piazza, etc.) do not reset when moved around in reconstruction mode
 
If you move any of the pieces of the building to another location the timer will be reset - as it does with the train and the royal garden for instance.

But that shouldn't happen in reconstruction mode should it? Isn't reconstruction mode supposed to be the safe place to reconstruct your city without losing the collection timers?

It was fine with the train when you added cars to the end since it was from your inventory to the layout, if you move things on the layout it will reset all timers. It has to come from inventory, and since this has 2 sides, you can still save the timer on one of the sides by moving only one, then add the bits, then either move it back or its all re-connected, the one you moved timer will be reset, but the one you didn't won't.

Also what works is moving the entire thing in the exact same order in reconstruction mode, but not adding any new ones.
