Reviving dormant thread, answering a question several people asked but wasn't answered directly. I've just picked up hovers while in IndA. In the guides how to do this, it explains that the PME tech blocker is bypassed by making sure you don't touch the side quest "Truth or Dare". Don't abort it, don't complete it - either action will trigger the quest line that leads to the quest blocker, but leaving it alone, and following the instructions in the guides, you wind up missing a whole chunk of story quests and that's how the PME tech blocker is bypassed. That allows you to continue through the map, picking up the higher age units from the story quests as you go.
