Harbour Repair ship button sometimes missing?

Is this normal only i occurs quite often to me, I clear my cache and all -cookies etc, run cc cleaner and still the 'repair ship' button is not showing, currently it is at 76% health as shown.

it is currently at 91%
so it can't be repaired

the 76% will be AFTER the travel
