GvG...How many times can you place a siege army in a given period?

If we start a siege say 2 hours before recalc. (e.g. 18:00 GMT) and it takes 3 hours to win the sector, are we able to lay another siege straight away i.e. 1 hour after recalc? or do we have to wait 23 hours before we attack another sector?

you can place as many siege as you want, just has to be next to a unprotected sector or HQ

Silly question i'm sure but i'm new to GVG after a couple of years playing the game (I know I know what have I been doing), but what is an unprotected sector, how to make one? It seems like the seige army makes it a protected sector, but I see no way to remove this? I can't advance very quickly as you can only move your HQ once per day, so having an unprotected sector in which to make the next advance into an AI sector is very attractive.

Do I need to "grant freedom"? Can't see many other options...
