Guild Founder

In a guild of at least 3 members, is a founder always a Founder? Even when they leave and rejoin it or jumping into a different guild and go back?

Not if they leave and come back. If a founder leaves a guild and hasn't appointed founder rights to someone else, the system will appoint a founder. If the founder who left the guild returns, he would need to be granted founders rights again from the current founder.
