I am fairly new to the game so I am probably missed something, but it seems to me that the old "Guild Forum" on PC version is no longer being used as it has lost functionality.
The ability to play FoE on Apps (phones and tablets) means that many Guild members use these Apps. The Apps do not give access to "Guild Forums". This basically makes the "Guild Forum" useless as part of the guild cannot use it. I think the Apps have also adversely affected GvG for the same reason (ie that GvG cannot be played on Apps).
I don't think that the Message Center can easily be used as a replacement for the Guild Forum. It is hard enough keeping tracks of message threads, and old messages are archived with no ability to make some threads permanent.
