Only thing is, would it be possible to get negative population from leveling up such a thing?
Next problem: I'm sorry, you don't seem to have enough population to build anything....

eaven if i could place it in idea section there would be a few details to work out ex :
what happens once it's built if you don't have enough population to go to next lvl does it stay at last lvl till your population is high enough ? what happens when someone lvl's it with 9 other lvl's unlocked does it lvl up and stop a few of your productions cause you don't have enough pop ?
would love to see face of a plunderer when he'd find all his productions stoped cause someone he plundered lvled this GB in his city

Or you wouldn't be able to level it into the negative zone, but that would be counter-productive.
