It used to be a general rule of thumb that upgrades for past event buildings wouldn't come up for at least 2 years, however ship upgrades from last years summer event have been available this year and other things are becoming available in the antiques dealer.
Only Inno will know for sure but in all probability the upgrades will be available at some point in the future
