Currently, leaders are able to display the no-attack sign on select GBG sectors.

However, guild members still go about doing fights or negotiations in that sector.

My humble suggestion is this: When a leader blocks a particular sector, could it be possible for Inno to ensure that guild members can then not be able to attack that sector. This means instead of just the block sign as a display, the sector is literally blocked from being attacked/negotiated. It will be like a non-adjacent sector with a block sign displayed on it. The moment a guild leader unblocks it, the sector may then be available for attack by the guild.

By this simple technique, better control is achievable and the game gets better.
