Forwarded: Flashing Mirrored Figures upside down off Winter Spire

I seem to have this pair of figures who have been mirrored from the Winter Spire, in my city they're flashing on the Heroe's tavern steps and in the tree aside, when I visit other cities it's the same and always a mirror image upside down as per the two screenshots. I have used cc cleaner, manually cleared cache and cookies and history, I'm on windows 10pro on desktop. Greifental.

Here again, this bug appears on every city that has the winter spire, the figures are actually disappearing from the bottom of the winter spire and being projected upside down somewhere above, I just took this screenshot while on someone elses city
