Please help. Soccer event 2019 quest 48: "Have the first difficulty in the Guild Expedition solved" does it count if you already finished the first level of the GE before the quest is on?

Yes.

If the quest is there now and you’re (currently) past lvl 1 and it hasn’t registered reload the game. If it’s still not registering put in a support ticket

If you’re asking for later in the week to know if you can finish lvl 1 now without fear, then don’t worry it’ll auto complete when the quest comes up if you’ve fully done lvl 1
