Emissaries not showing up in the town hall?

I'm not sure how this is supposed to work, so I guess I'm just missing something.
Today at about 12:00 I completed the Cultural Settlement for the first time, I got my Yggdrasil, I got 9 fragments of Greater Runestone, I got my badge "Friends of the Vikings", but the emissaries section in the town hall still shows the explanation message.
Is that normal?

You didn't notice the prizes for completing a settlement and emissaries not being one of those?

for those wondering....after you click on the treasure chest , upper left side, click on the " ? " in the upper right corner of the Rewards window that opens and it shows you when you get an Emissary vs. another level for your Yggdrasil, sometimes it will go for several levels before another Emissary comes around.
