cultural settlements reconstruction mode

... just saying. It's cramped, and like many newbs I am an idiot when it comes to city planning and it's a lot of trial and error. So it would be waaaaay more comfortable if that feature existed there as well. Any reason why it does not?

Cause it is supposed to be challenging?
 
It’s like every thing. You do it one way and after a while, you see a different way or you put new buildings in and you have gaps. Take it as part of the game. If you want ideas of ways to lay out your city, visit your friends cities, some will be good but then some will be worse than yours.

I very much doubt if they will implement reconstruction mode, as part of the challenge is working it out without that.
As others have said, you need to look at it from different angles, sell shrines houses r/stones, move stuff around, once you have placed what you need, rebuild roads shrines etc. only takes a minute to do

Nope, you can use goods to buy expansions.
it has been done without using diamonds.

The main problem when reorganizing is space for moving the buildings around. Build times are fairly short in the cultural settlements. When you need a major reorganizing to fit in new building types, delete all roads and the buildings with the shortest construction times. Then reorganize the rest (leaving gaps for the following steps), build the new buildings, rebuild the deleted buildings, and put in the roads.

Always remember: Fewer roads equal more space! It may not seem like roads take much space, but they actually do.

I just completed the third settlement, within the primary deadline, without using a single diamond. It does require frequent and timely log-on, though.

or you are smart
with thousand of diamonds you could buy the goods in the research

with spending 4690 diamonds for goods you would only need to build enough diplomacy and could do the settlement in a few minutes
