City Defense Bugged ???

My defending troops show a paltry 21% defense, why???

I have 14 watchfires (4% each) - supposedly stackable
Deal Castle at Level 7 (21%)
Tigers Den (5%)

My math says this is 82% city defense while being attacked.

Anyone?

maybe you read the wrong line ?

attack in defense = 21%
defense in defense = 82%

how about a screenshot ?
