Not a Bug: Celebrate Victory Mission Bug

I have the Celebrate Victory mission: produce 2 trophies and make people enthusiastic. I've build the 2 trophies and i have my citizens enthusiastic, but i cannot finish the task and receive the reward because it says that i still have to make citizens enthusiastic..

You need to build more "Decorations" until you get a buff on the right side of you screen "Population Entusiastic" (A smileyface with a green border) then you could complete your quest (and have 120 percent production)
