In the Carnival Event you compete against players from your Neighborhood. Every time you lose, the pool of Florins rises for that particular option. The first person from your Neighborhood lucky enough to win, will take all the Florins that have accumulated in the meantime. While winning the first game is not much of an achievement (you will always win a small sum of Florins), it is a bit more difficult for the second and third game. If you have enough luck to be successful, you will win the entire Florins pool that has accumulated for this particular game.
To avoid you losing out on the accumulated Florins in one of the games, the Neighborhood will not change during the whole event.
Never understood the complaints about the 6 hour daily prize rotation, as the prizes appear more than once. If the same prizes only appeared at the same time slot in the rotation, then that would be a problem

Well, perhaps my explanation will help. 6 hours prize change is really bad and unconsidered. Some people are working and some people are working in different hours each and every day. As my name states I am a truck driver. Obviously I can't play at work (the cops certainly frown upon it) and after 14 hour shift I need at least a little bit of sleep. So I can login daily into FoE, but only for short period of time and EACH DAY THAT TIME IS AT DIFFERENT HOUR OF A DAY. So actually, if let say the Clock Tower was "always" in midnight slot,there was a chance that at least once during that event I'd login into FoE in that midnight slot. But as you've pointed out, the prizes rotate and the slot assignment is random (perhaps not random for Inno, but random enough for an outside observer), that there were prizes I simply did not see the whole event. Simple as that.
I don't believe I'm the only trucker playing FoE, nor do I believe mine is the only profession with floating work times and all these other limitations.
So yes, 6 hours prizes switching is really bad, it was one of the major complains on beta and they kept it. Thus it could be safely assumed they've kept other bad things about this event, so it rightfully won the title of "The worst event in FoE history".

jtrucker, i'm very surprised you haven't been bombarded with all sort of weird comments but it's so true what you're saying, InnoGames wants you you to spend the most amount of hours playing the game and then they introduce vikings and quests one after each other so that the possibility of you be tempted to buy diamonds is high, it's all a huge million dollar making quick money business for them as there are thousands of players that buy diamonds regularly to try and keep up with the game

i never said that i spend diamonds on Forge of Empires, what i said was:You do not NEED to spend them.
What irritates me is that they always put this requirement after the 'take some sectors' requirement , so I have to scout a new province, take the sectors, take ALL the other sectors and then scout another province.Oh well, so bad so sad. I don't see what the big deal is. This really only comes up a few times a year.
