Duplicate: Cannot target units on bottom rows

In the mobile app at least, I find that my MIRV artillery cannot target units positioned on the bottom row of the map - nor, I think, on the row above that either. For example, if the enemy has two heavy units, one at the top of the map and one at the bottom, only one shows up as targetable.
