Not a Bug: Buildings from last Event don't count adjustend buildings corect

I noticed in Cigard world Buildings from last Event don't count adjustend buildings corect.

Are Count
2 1 Emperors Entrance
3 1 Gong of Visdom
3 2 Sakura Rocks (Lvl 2)

Only Zen Zone count corect ( 2 2 )

(I don't have the 5th building.)

Perhaps a hint to PART of reason:
I moved Sakura Rocks after Emperors entrance was built but before I built the other two.

What?! They can't be closer to each other than they are.
They are positioned as the game image during the event, except the missing 5th building.
