Arctic Harbour Only with Diamonds?

I am trying to send the ship for a trip. After I hired three crew members, the ONLY choice available to send the ship is WITH DIAMONDS (look attached screen).

Also, I cannot repair the ship without diamonds.

Since I need Promethium to continue the game, I was wondering if at this stage one cannot continue without diamonds!

Am I doing something wrong?

the ship needs goods

if you don't have them you must buy them with diamonds
