AF3 map, is this a bug? Production province

Hi,
I have seen this for a while in my AF3 map, the province shows it allows production of Ferronocrete but I already had this ages ago in Modern era. any ideas please?

if you have the ferroconcrete deposit in modern era map then this is a bug
you should have different deposits

please contact support

I have now been told "This is not an error, this is to expand the amount of goods in the lower era's"

so we are duped into having the same deposit twice? what is the use of that? I am still not building it, what nonesense is this?
