Proposal:
Since we cannot remove Impediments from the map I suggest adding some effects to them. For example these effects may increase/reduce a number of copper coins produced, diplomacy given etc.
Reason:
Each Cultural Settlement is a challenge. Impediments on the map force players to replan and rebuild the settlement. But these Impediemetns are just static objects. Why not make them a part of the game. This may make city planning even more challenging and interesting.
Details:
Currently we have rocks as impediments in Viking Settlements. These impediments can't be ignored and you have to plan and build your settlement analyzing the layout.
I suggest adding some positive/negative effects to Impediments so every building placed nearby will expirience the influence. Let's say a rock reduces or increases copper coins production by 1%. Now you have to decide what to build near that rock - a Shack, a Shrine on maybe some good production building which will ignore that effect.
The number of positive and negative effects may be equaly (but randomly) distributed among impediments on the map so the player will have a chance to balance a negative effect impediment with a positive one.
Players won't see which impediment has what effect until they buy an expasion.
1 tile impediment may have 1% of an effect, when bigger impediments may take correspondingly bigger effect.
Percentage may grow with each settlement as we have with 4x chanses in prodution buildings.
Balance:
I'm note sure if it will change settlement production balances but adding an equal number of positive and negative effects should not change anything in a long run. Though sometimes players may be unlucky to get all impediments with negative effects.
The percentage of the effects may be reconsidered as well.
Abuse Prevention:
I don't see any possible ways to hack this feature yet.
Summary:
I understand that cultural settlements is not the easiest and funnies part of the game. But for those who do play settlements, additional layer of challenge may be a good thing to consider.
