Abort quest

I have 4 cities from EMA to LMA and one of my cities in the HMA has no abort quest. Inno says it isn't a glitch I'm missing a tech or something in GE, That is BS. How come my lowest age city has it, but not this one in Houndsmoor? Has anyone got an answer to this problem. I had 2 quests for a long time until I reached EMA then only 1 quest from there on.

Storyline quests you can not abort. NEVER!!
