I think it is over the top that we cant start a new village for 24 hrs after abandoning one that does live up to expectations. If it is an entirely different one we should be able to start immediately

Why? And when you abandon, when you return to that settlement, it will be the exact same set up - it does not re-arrange. You choose to quit, and a fair reward is a 24 hour timeout period. It works quite fine.
 
The reason the 24 hour cool-down was added was because it didn't take long for people to exploit the settlement quests - do the 1st few quests, get the rewards, and then abandon and immediately start a new one - it wouldn't matter if it's the same or a different settlement - the abuse/exploit would still occur - just on a rotating basis.
