Disconnecting roads from the town hall no longer makes the citizens angry, i'm unsure whether this is a bug or an intentional new development but it makes the quest to make citizens angry impossible to complete

Yes it does. Make sure any cultural buildings and GB with happiness don't touch roads

no it is not a bug
the game is not designed that disconnecting the road is enough to make a city automatically unhappy
missing happiness makes the city unhappy
so if your city without road produces too much happiness then: bad luck

Thanks folks! Apologies for the delayed reply here. Fixed with the update to 1.113 - there is now an alternative to the make citizens unhappy quests. Should you find such a quest that does not yet have an alternative, please do let us know!
