Overview of the bug: When on gvg map and other player great building levels up.. open inventory and unlock level or two for your great building.. all menus appears.

Thank you for bringing this to our attention, the issue has been reported to the developers (FOE-31020).

You do not have to unlock a GB's level, simply opening the Inventory causes the city menus and the social bar to appear.
