On PC, Historical Ally Rooms are listed as empty in building tooltips, even if the buildings hold HAs. This no longer happens if you visit the dedicated Historical Allies building, but it reappears on the next game reload.

I'm facing the same issue. Not sure what triggers it, but reloading the game fixes it. Also, the Social tab becomes inaccessible sometimes. As with the QI sell confirmation box, clicking on it does nothing. Again, reloading the game will solve that.
