Higher levels always give a higher bonus. If it isn't at level 10 it will be at level 11.

on level 16 in on most giving attack and defense but no increase % wise since level 10

The bonuses add up slowly.
A level 17 is better than a 16, ofc

Every gb has increasing bonuses, however, the bonuses don't increase on every level. Some even have diminishing returns when they go way up yonder in levels.

My guess is val meant the higher GB levels
